It was probably just as well that no one chose to spoke at a perfunctory public hearing for VDOT's proposed six-year plan last week, because to-the-bone budget cuts mean no new projects can be added, and completion of the projects already listed on the plan is uncertain.
VDOT Culpeper Residency Administrator Don Gore told county officials at the May 26 Orange County Board of Supervisors meeting and public hearing that he hadn't come bearing good news.
"As I've been telling you, we're not going to be able to add anything to the six-year plan," Gore said. "There's very little money for unpaved roads."
Construction program estimated allocations for Orange County's secondary unpaved roads is actually $0 for FY 2010 through FY 2015. Paving projects on the horizon, Gore added, would continue as planned, and be funded by federal dollars that have only recently been made available. In total, there's $2,851,944-all from federal sources-available for the next six years’ worth of secondary road construction.
Federal funding will cover expenses for paving projects on travelways which qualify as federal aid roads, and which were already in the works, Gore said.
Per the proposed six-year plan, reconstruction was planned for Cox Mill Road (Route 643), reconstruction and surface treatment were slated for Sunnyside Road (Route 619), Tisdale Road (Route 731), Tysons Center Road (Route 696), and Catharpin Road (Route 606). Widening and paving was expected for Monrovia Road (Route 612). Bridges over Mine Run at Zoar Road (Route 611) and over Terry's Run at Lahore Road (Route 629) are also on the proposed six-year plan.
But with no funding at the state level, only federally funded projects will be all VDOT can manage for the foreseeable future. Some of the plan's resurfacing and paving projects are expected to be completed, Gore said, as well as the two bridge repairs. But that's about all.
Supervisors didn't comment on the proposed six-year secondary road plan once the public hearing was closed. The six-year plan was approved, as presented, without discussion or dissension.
