Gov. Bob McDonnell signed an executive order today creating an independent bipartisan advisory commission on redistricting.
McDonnell said the commission will create and review proposed redistricting plans for the Virginia Senate, the House of Delegates and congressional districts.
The commission will consist of 11 members, including a former Democratic appointee as Secretary of the State Board of Elections and a former Republican appointee.
Political commentator Bob Holsworth will be chairman.
The act of creating districts will remain in the hands of the General Assembly.
New districts will reflect population shifts within the state since the 1990 census.
The members of the panel are:

--Viola Baskerville, former member, Virginia House of Delegates and former state Secretary of Administration
--Barry DuVal, president, Virginia Chamber of Commerce, who is former mayor of Newport News and a former state Secretary of Commerce and Trade
--Jim Dyke, partner, McGuireWoods, who is a former state Secretary of Education and former chairman of the Greater Washington Board of Trade
--Jean Jensen, former Secretary of the State Board of Elections and former executive director, Democratic Party of Virginia
--Sam Johnston, former judge, 24th Judicial Circuit
--Walt Kelley, former judge, U.S. District Court, Eastern District of Virginia
--Sean O'Brien, executive director, Center for the Constitution at James Madison's Montpelier
--Cameron Quinn, former Secretary, State Board of Elections
--Ashley Taylor, partner, Troutman Sanders and former Commissioner, U.S. Commission on Civil Rights
Advisors supporting the commission's work will be Judy Ford Wason and Quentin Kidd of Christopher Newport University, and Charles Dunn of Regent University.
